European Union officials cautioned Ukraine on Thursday about the importance of continuing to combat corruption following a significant scandal that could impact the country’s ability to attract financial support. Despite this, they assured that aid would still be provided as Ukraine grapples with repelling Russia’s invasion.
During a phone call with Ukrainian President Volodymyr Zelenskyy, German Chancellor Friedrich Merz emphasized European worries regarding corruption, especially in light of the recent scandal involving embezzlement and kickbacks at the state-owned nuclear power company. This scandal has become one of the most substantial government crises since the full-scale invasion by Moscow in February 2022, with reports linking a close associate of Zelenskyy.
Merz’s office stated that he highlighted Germany’s expectation for Ukraine to vigorously pursue anti-corruption efforts and implement further reforms, particularly in upholding the rule of law. Zelenskyy, in response, pledged to ensure transparency, provide long-term support to independent anti-corruption authorities, and swiftly take additional measures to regain the trust of the Ukrainian populace, European allies, and international donors.
Simultaneously, a spokesperson from the European Commission noted that the uncovering of the alleged kickback scheme indicated progress in Ukraine’s anti-corruption endeavors, demonstrating the country’s commitment to meeting EU membership standards. Stressing the significance of combating corruption, the spokesperson highlighted the need for continuous efforts to strengthen anti-corruption capabilities and uphold the rule of law.
Following the resignation of Ukraine’s justice and energy ministers amid the energy sector corruption probe, the government dismissed the vice president of Energoatom, the state-owned nuclear power company implicated in the kickback scheme. Additionally, heads of Energoatom’s finance, legal, and procurement departments, along with a consultant to the company’s president, were also relieved of their duties, as announced by Prime Minister Yuliia Svyrydenko.
In a video statement, Svyrydenko emphasized the government’s zero-tolerance stance towards corruption, particularly amidst the ongoing full-scale war and daily attacks on the energy infrastructure. Svyrydenko stressed the importance of unity in eradicating corruption as a matter of national honor and dignity.
The investigation into the scandal has raised questions about the awareness of high-ranking officials regarding the scheme, recalling Zelenskyy’s previous attempt to limit the powers of Ukraine’s anti-corruption watchdogs. The investigation, led by these watchdogs, involved extensive wiretaps and resulted in the detention of five individuals and the implication of seven others in a scheme allegedly generating approximately $100 million US dollars.
European Commission President Ursula von der Leyen announced that the EU would disburse a $7-billion US dollar loan to Ukraine on Thursday and pledged additional financial support to Kyiv. She assured that the EU would meet Ukraine’s financial requirements for the next two years and explore avenues, such as seizing frozen Russian assets or raising funds from capital markets, to provide further assistance.
Addressing the ongoing conflict, Gen. Oleksandr Syrskyi, Ukraine’s top military commander, visited units battling to defend Pokrovsk in the eastern Donetsk region and oversee operations firsthand. Ukrainian forces are engaged in street combat with Russian troops, striving to prevent encirclement as the conflict unfolds across the countryside.
Furthermore, Ukrainian forces deployed a new domestically produced cruise missile, the FP-5, among other weapons to target multiple sites in Russian-occupied territories. The missile, with a range of 3,000 kilometers and a payload of 1,150 kilograms, was used in strikes on various locations, including Crimea and the Zaporizhzhia region.
In a bid to counter Russian aggression, the Ukrainian military’s actions underscore their determination to defend their sovereignty and combat external threats.
