Napanee Mayor Terry Richardson is cautiously optimistic about potential relief in upcoming police budget challenges. The town faced a significant 23% surge in Ontario Provincial Police (OPP) payments last year, which was later alleviated by relief funds. Richardson is closely monitoring new regulations aimed at controlling annual cost escalations.
Approximately 330 Ontario municipalities, including Napanee, contract OPP services, with costs based on property fees and call volumes. Following a recent contract that raised officer salaries, many cities saw unexpected 20-30% spikes in their OPP bills last fall.
In response to mayor complaints, the provincial government allocated $77 million to ease policing expenses, providing welcome relief to financially strained councils. This year, a more lasting solution is proposed, limiting the 2025-2026 cost increase to 11% and adjusting discount eligibility based on call volume.
While some mayors doubt the efficacy of these changes, the Association of Municipalities of Ontario (AMO) suggests they offer only temporary respite from mounting policing expenses. Mayor Lefebvre of Hawkesbury expressed concerns over potential delays in the town’s budget cycle due to uncertain policing costs.
Mayor Richardson also voiced apprehension over the 11% cap, highlighting the potential impact on Napanee’s budget. He emphasized the need for a balanced approach to funding policing without overburdening taxpayers. Despite uncertainties, Richardson remains hopeful for a favorable resolution from the provincial government.
